The Deputy Money Laundering Compliance Officer (DMLCO)/Deputy Money Laundering Reporting Officer (DMLRO) supports the MLCO & MLRO in ensuring TMF Group, Jersey’s compliance with Anti-Money Laundering (AML), Countering Terrorist Financing (CTF), Countering Proliferation Financing (CPF) regulations and Sanctions regimes. The DMLCO/DMLRO plays a critical role in monitoring, advising, and enhancing the firm’s financial crime controls and risk management framework.
Advisory & Oversight:
- Provide expert guidance on AML/CFT/CPF and sanctions matters across the organisation.
- Support the MLCO/MLRO in interpreting and implementing regulatory changes
- Deputise for the MLCO/MLRO in their absence, including SAR review and submission.
Monitoring & Investigation:
- Lead or support investigations into suspicious activity, fraud, or financial crime.
- Review escalations (e.g., PEPs, sanctions hits, adverse media) and recommend actions.
- Maintain accurate records of AML/CFT/CPF cases and decisions.
Policy & Risk Management:
- Assist in the development and periodic review of AML/CFT/CPF policies and procedures.
- Conduct thematic reviews and control testing to assess compliance effectiveness.
- Contribute to the organisation’s financial crime risk assessment and control evaluation.
Training & Awareness:
- Design and deliver AML/CFT/CPF training programmes.
- Monitor staff compliance with mandatory training requirements.
- Promote a culture of compliance and ethical conduct.
Stakeholder Engagement:
- Liaise with internal teams, regulators, and law enforcement agencies.
- Represent the organisation in external forums and regulatory engagements.
- Provide reports and updates to senior management and relevant committees.
- Proven experience in AML/CFT compliance, ideally in a regulated financial services environment.
- Strong understanding of UK AML laws and regulations (e.g., POCA, ML Regulations, Sanctions).
- Experience handling SARs and liaising with law enforcement or regulatory bodies.
- Excellent analytical, communication, and stakeholder management skills.
- Ability to translate complex regulatory requirements into practical business processes.
- ICA Diploma or equivalent professional qualification in Financial Crime Compliance (desirable).
